Sisi issues laws on parliament, political rights by presidential decree

President Abdel Fattah al-Sisi issued amended laws on Saturday by presidential decree regarding exercising political rights and the House of Representatives, acording to Transitional Justice Minister Ibrahim al-Heneidi.
 
He said the amendments put a cap of LE2.5 million for spending on campaigning for the 15 seat category, with LE1 million for the runoff, and LE7.5 million for the 45 seat category, with LE3 million for the runoff.
 
He added in a statement on Saturday that the amendments provided for the formation of the House of Representatives of members elected by direct secret ballot, and gave the President the right to appoint no more than 5 percent of the members. The seats shall be divided into 448 seats for individual runners and 120 seats for list runners.
 
“Parties and independents may run individually or within lists,” he explained.
 
Human rights organizations submitted applications to the High Elections Committee to supervise the elections.
 
Ibrahim Hassan of the Ibn Khaldun Center for Development Studies said the center is assigning 1,500 observers for the job.
