Clashes erupted on Friday between police and pro-Morsy students at Al-Azhar University's male campus in Nasr City.
Dozens of students staged a protest after Friday prayers, which lead to clashes when security forces used tear gas to disperse them.
Minister of Higher Education Hossam Eissa said in a statement Friday that the Cabinet decided to take action to prevent demonstrations on campus during the examination period.
He added the government's decision to label the Muslim Brotherhood a 'terrorist group' will apply to demonstrations of Brotherhood students at universities.
Pro-Morsy protests have swept Egyptian universities since the new academic year started in September and many students have been killed in the ensuing violence with security forces.
