The Qalyub Court of Misdemeanors referred former Transport Minister Mohamed al-Matiny and all National Railway Authority officials to a criminal court for their responsibility in a train derailing last October, which claimed six lives and injured nine other passengers.
The train driver, Ahmed Sayed, was acquitted of manslaughter charges.
The court ruled that the officials were criminally negligent in allowing the train to operate, although it lacked the required safety equipment.
Egypt has seen several deadly train accidents in recent years, all due to the same causes.
Matiny had resigned from his position after a tragic incident in Assiut, when a train hit a school bus at a crossing, killing 50 children.
