Teachers to participate in mass protest against new Civil Service Law

Several independent teachers' unions announced on Sunday that they are participating in the mass protest against the new Civil Service Law planned on September 12. Over 40 other unions have also announced they will take part in the protest planned at al-Fostat Garden in Cairo.

Unionist leader Ayman al-Baily said teachers' unions will take part in the protest to demand a suspension of the law, saying many articles in the new law would administratively, rather than financially, affect the teachers.

Coordinator of the General Coalition of Qena teachers Tarek Nour Eddin said teachers have been angry since the new Civil Service Law was adopted.

Some teachers object to the whole law while others object to certain articles, such as Article 27, which allows the dismissal of an employee who has had poor evaluation results for two consecutive years, he said.

Article 26 says the employee can challenge a poor evaluation within 15 days. If the committee deciding on the challenge does not respond within 60 days, his challenge will be considered rejected, said Nour Eddin.

He complained that the law allows for nepotism, especially with regards to promotions.

Article 43 determined that working hours are no less than 35 hours a week, but did not specify the maximum working hours or the financial return for overtime, he added.

Allowances and other bonuses do not have a fixed percentage of the total salary either, Nour Eddin added.
