President Adly Mansour issued a presidential decree on Thursday, amending Law No. 38 of 1967 on hygiene so as to harshen the penalties of dumping garbage.
The amended law stipulates imprisonment and a fine of not less than LE20,000 and not more than LE100,000, or one of these penalties, for anyone who dumps construction, demolition or excavation material on public highways, squares, tunnels or land not designated for waste.
It also prohibits dumping such material on bridges, railway tracks, archaeological sites, seashores or in the Nile and the canals.
The law allows reconciliation with the local authorities for pedestrians doing so if they pay a fine of LE200 and for other kinds of violators if they pay LE5000, both within a week of the violation. Also, the fine is doubled if the violation is repeated.
The law aims to deter violators so as not to endanger the environment and the lives and safety of citizens.
