Prime Minister Hesham Qandil has named Ahmed Samir al-Rafaie as the new minister of administrative development, according to a ministry statement released on Tuesday.
Refaie, a 1974 graduate from Cairo University's Faculty of Engineering, obtained a master's degree in engineering in 1978, before receiving his PhD in computer science in 1986.
Refaie joined the ministry in 2005 and advanced through ranks until becoming director of its planning department.
The ministerial post had been vacant in Egypt's last three cabinets since the revolution. The prime minister would run the ministry during periods when the ministerial mandate granted to one of its officials ended.
