At least 19 people were killed when two minibuses fell into a canal near Egypt's tourist city of Luxor early on Tuesday, state-run newspaper Al-Ahram reported.
The accident came less than a week after at least 44 people were killed and dozens injured when two buses collided in Egypt's Sharm al-Sheikh resort.
A report released in July by the Central Agency for Public Mobility and Statistics said the number of car accidents in Egypt reached 15,578 in 2013, up 0.4 percent from the previous year. At least 6,716 have been killed.
Accidents are usually blamed on reckless driving.
