Egypt releases white papers on decade of foreign policy under President Sisi

CAIRO, Oct 2 (MENA) – The foreign minister presented President Abdel Fattah al-Sisi with two newly published white papers detailing the country’s foreign policy achievements and presidential diplomacy from 2014 to 2024. These are the first white papers issued by the foreign ministry since the 1980s.

The first book, “Official Foreign Visits of the President Over a Decade,” documents 181 visits to 62 countries, reflecting Egypt’s aim to become a key voice in global diplomacy and a stabilizing force in the Middle East and beyond. The visits spanned major international summits and included first-ever trips by an Egyptian president to countries such as Vietnam, Armenia and Equatorial Guinea.

The second publication, “Strategic Balance: Ten Years of Egyptian Diplomacy,” outlines the guiding principles of Egypt’s foreign policy, built around “strategic balance” — a framework combining national interest, multipolar partnerships and rejection of zero-sum alliances. It highlights Egypt’s consistent support for national sovereignty, diplomacy and conflict resolution through international law.

Both books emphasize Egypt’s active role in regional peace efforts, especially regarding the Gaza crisis and support for a two-state solution. They also underline the connection between foreign policy and domestic development goals under the Egypt Vision 2030 framework.
