Egyptian parliament speaker Ali Abdel Aal on Tuesday began the process of dismissing MP Sahar al-Hawari.
During the general session on Tuesday, Abdel Aal said “I received a report from the Values Committee on irregularities attributed to Hawari and others. The Court of Cassation has issued a final ruling on her, and we are beginning procedures to drop her membership.”
According to article 110 of the Egyptian constitution:
“Membership in the House of Representatives may only be dropped or cancelled if a member has lost confidence and esteem or ceases to satisfy any membership condition based on which they were elected or if they have violated the duties of membership. The decision of cancellation must be issued by a majority of two-thirds of the members of the House of Representatives.”
The Constitutional and Legislative Affairs Committee of the House of Representatives began discussing Hawari’s membership status last December, following her 5-year sentence in a bankruptcy case for failing to pay back LE 238 million to a bank and falsely declaring bankruptcy.
The Economic Court in Alexandria has upheld the ruling against Hawari and her brother Hazem, a former member of the Board of Directors of the Egyptian Football Association (EFA).
According to Article 386 of the Parliament’s Bylaws, if the Speaker of the House of Representatives is notified of judicial rulings resulting in the loss of membership, the matter shall be referred to the Legislative and Constitutional Affairs Committee within three days of the notification, so to prepare and review a report on the matter during the parliament’s general session.
