The Democracy Index on Monday revealed that there were 14,270 complaints from January until the end of December 2013, mostly of economic and social issues.
The index also said that there were 8,999 protests in 2013 demanding civil and political rights under the Muslim Brotherhood regime.
Another report by the International Development Center said the last three presidents failed to deal with protests and the idea of the right to demonstrate in the first place.
