Delegation of Shanghai High People’s Court in Cairo to strength judicial cooperation with Egypt

CAIRO, Nov 27 (MENA) – State Council President Osama Shalaby on Thursday received Vice President of the Shanghai High People’s Court Chief Judge Lin Xiaonie and his high-level accompanying delegation during their official visit to Egypt as part of ongoing cooperation between the two sides.

The meeting was attended by Vice President of the State Council and President of the Administrative Court Omar Dahi, Vice President and Secretary-General Nasser Reda in addition to a host of judges representing the State Council’s International Cooperation Department.

The meeting was held at Princess Fawqia Palace in Dokki district.

The historic visit, the first of its kind by the Shanghai High People’s Court to Egypt, the Middle East or Africa, marks a significant milestone in the nearly 70-year relationship between Egypt and China. The visit also reflects expanding bilateral cooperation in administrative justice and strategic partnership between the State Council and the Chinese judiciary that began by the successful visit of a State Council delegation to Beijing and Shanghai in October.

Shalaby welcomed the visiting delegation and highlighted the State Council’s efforts to modernize its judicial system, highlighting the strong and longstanding ties between the two countries.

He underlined the importance of the visit in expanding cooperation in digital transformation, international engagement, capacity-building and strengthening institutional links in line with Egypt’s vision for an enhanced Egypt-China partnership under Sustainable Development Strategy 2030.

Chief Judge Lin expressed his appreciation for his first visit to Egypt, praising the close relationship between the two countries and the State Council’s well-established regional and international standing.

He also commended the State Council’s rich judicial heritage, which has shaped administrative justice across the Arab world and Africa. He described the visit as a key step toward reinforcing the partnership and laying the foundation for a new phase of cooperation aimed at building a more prosperous future.

The two sides exchanged views on key issues, including the State Council’s constitutional and legal mandate in overseeing the legality of administrative decisions and reviewing draft legislation and government contracts.

The delegation expressed interest in understanding the nature of investment disputes falling within the jurisdiction of the State Council, the mechanisms through which such disputes have evolved, and the frameworks governing their adjudication under Egyptian legislation, given that this area constitutes one of the key pillars supporting the investment climate and safeguarding the legal positions of investors.

The delegation also toured courtrooms and the Citizens’ Services Office.

Shalaby thanked Lin and the accompanying delegation for their visit and expressed hope for continued cooperation in support of progress and development in both countries. (MENA)
