Alexandria Administrative Court has ordered former Information Minister Salah Abdel Maqsoud to return thousands of pounds to the state budget.
Abdel Maqsoud must pay back LE269,000 according to incentives he received between 2 August 2012 and 30 April 2013, the court ruled.
The Alexandria court said Egypt's president, vice-president, parliamentary speaker, prime minister, his deputy and Cabinet ministers do not have the right to take state funds without being mentioned in law.
The court ordered all money exceeding official allocations to be returned to the state budget.
The court said Egypt's prime minister is granted monthly incentives of LE29,000 to give to ministers, including Abdel Maqsoud.
It was revealed that the former information minister received LE269,000 over eight months, which is against the law, the court added.
